Documented sharing network

Arrows point from the agency holding data to the agency listed as able to access it, or recorded as having searched or received it. Sixteen sourced relationships, not a complete network. Seven are dated listings with current access unverified or superseded.

Dates and scope matter

Dallas listings are superseded by reported access cuts; Houston listings come from a workbook posted in May, with its underlying snapshot date unstated. Neither establishes current access. Listed access is not evidence of searches. Historical searches and assisted data requests are not active access. Austin edges describe historical request-based ALPR sharing in a mixed Flock/Axon program. The report does not attribute those requests to either vendor. They are not recipient Flock searches. The San Jose browser portal was last updated 25 October 2026. Its older fetched snapshot differed; only recipients also verified in the current browser list are shown. Listing does not prove a search or continuing access after that date. Its source is an agency page hosted by Flock. Vendor demo accounts are excluded.

Superseded September 2026 slide; cutoff unknown

Listed on the 8 September city presentation. WFAA and NBC reported that same day that DPD had reduced access to 202 Texas agencies and ended federal sharing. San Diego's current documented process is assisted searches: outside agencies contact SDPD, and SDPD searches internally. The report says federal and out-of-state sharing ended in May 2025. Restrictions are policy notes, not proof that they are enforced.
